The National Library Service's BARD application is continuing a prolonged outage, caused by network infrastructure at the Library of Congress. This is preventing users from downloading books or searching content on the online service. According to the website FCW, the outage occurred after an equipment failure after a regularly scheduled maintenance on August 29 in the library's James Madison building. Other services, such as the copyright registration system are also currently inoperable.
Below is a sample short Email sent out by one of the state cooperating libraries. Thanks to Bryan Smart for the tip.

South Carolina State Library
In reference to the BARD/ BARD Mobile outage this week, Talking Books received this message from the National Library Service:"NLS is experiencing technical problems with communication channels administered by the Library of Congress that are necessary to run BARD. We are making every effort to fix the problem and restore service".
We again apologize for the inconvenience this is causing our BARD and BARD Mobile users. and we thank you for your patience.
I'm not impressed with their change management. Obviously the testing was lacking and a review of their practices dealing with change and outage recoveries needs to be evaluated.
